Hi, I have no experience with encoding but I thought that maybe this could be cleaned up a little, or at least encoded in a smaller format then what it is currently, VOB. I made this small sample MKV to shrink the size. I removed the audio to also lower the video size.

Hint,
Nobody is gonna bother taking the time to look at something that youtube has screwed up, the only thing that might be of interest to the guys is
the source that you have, and not the butcher job that youtube did to it.
You can cut a 10->20 second section with plenty of global movement, using DGIndex.
Mark section using '[' and ']' buttons, and "Save Project & Demux Video", Post result d2v file on file host.
EDIT: Oops, I meant result m2v file.

When you post a sample, the most important thing is that it's an unprocessed chunk from the original source – otherwise no helpful/serious analysis will be possible.
Looking at your MKV file, 1280×768 video in H.264 format obviously can not be an excerpt from the original VOB file (Video-DVD). This has been resized and probably put trough some sort of deinterlace or IVTC filter.
Please post a chunk from the original VOB file, as StainlessS explained above! Also, please clarify: How exactly did you create or obtain the original VOB file ???

I'm having trouble finding a program that will just clip a VOB file and re-save it as a VOB file.
As for where I got it, I got it online when I couldn't find my DVD's. They're around, just hidden away after a move. If you own the media you're allowed to have a backup I believe. Even if it is a horrid backup. :)

If you created the backup yourself, from your original disc, it is okay. But no downloaded stuff please!

If you have the VOB, follow the instructions already given by StainlesS to use DGIndex (https://www.videohelp.com/software/DGMPGDec) to isolate a 10-second chunk and get the M2V for upload somewhere.
