dynamic-refine gets disabled

I want to use --dynamic-refine. In the manual it tells me to set --refine-intra=4, I did so. Then a warning told me to set --analysis-reuse-level=10, so I did that as well. But I still get the warning about disabled dynamic refine. But I don't understand what else I need to change to make it working.
