Why is the quality so bad after converting to 23.976fps from 29.97fps and deinterlacing? Can someone maybe help me?

Firstly I captured a video from Laserdisc and my settings on Blackmagic Instant 4K Pro was Upscaled to 1080i59.97, unkompressed AVI 8-bit YUV as output file.
Secondly I installed VirtualDub with JPSDR-Plugin and UtVideo-Lossless-Codec for the next further processing. My setting for output file was 4:2:2 YCbCR (YUY2).
Lastly I want deinterlace and convert the video with Avisynth Script and ffmpeg to change the framerate from 29.97fps (original) to 23.976fps. My setting on AvsPmod was:
LoadPlugin("C:\Windows\System32\TIVTC.dll") or LoadPlugin("C:\Program Files\AviSynth+\plugins+\TIVTC.dll")
AVISource("Source_my_Video.avi")
AssumeTFF()
AssumeFPS(30000,1001)

That's all what I did it.

Upscaling is the thing that screws the result up. Capture at the native resolution, deinterlace or IVTC depending on the source and then upscale.

You've already destroyed the clip if you upscaled it, fields get mixed together and cannot be unmixed.
EDIT: Boulder already got there first, EDIT: and did it better.

Never upscale or downscale, you are losing quality in both cases. First capture at native resolution, use ULY0 and then upload sample. Btw that first "good quality" picture is not good at all, actually it's not even deinterlaced.
PS EDIT.
btw your sample got deinterlaced pretty well considering all those crappy artifacts from upsize. When you'll upload new normal capture sample then cut it to ~20 seconds now.

It's because TFM is post processing it, ie. deinterlacing it. It's confused by the upscaling artifacts, thinking there is combing. Disable with pp=0 , or increase cthresh until it disappears
e.g. AssumeTFF().TFM(pp=0).TDecimate()

This one is 1920x1080, sample before is 1906x1080. Can you recapture laserdisc to native resolution, I think it should be 720x480?

I would capture at NTSC resolution using original subsampling.
Your sample is 4:2:2 which is unnecessary and potentially a problem when done before the deinterlacing/IVTC stage.

Finally, you did it, VoodooFX! Now after the converting by Avisynth/ffmpeg the quality looks almost the same as the original capturing video but on this framerate 23.976fps. :)
The other sample was cropped to 1906x1080, which I cutted the black backround on both sides (left/right).
Before I captured first as native resolution (720x480) and converted/deinterlaced by Avisynth Script/ffmpeg. Then upscaled to 1080p with the installed plugin Red Giant Instant 4K by Premiere CC to get comparise with the original upscaling resolution by Blackmagic Instant 4K Pro.
That is it what I want do to get experience.

Cary, this is default by Blackmagic.
The result is an AVI video file in UYVY 4:2:2 RAW format with uncompressed PCM 48kHz 16-bit stereo audio. There are no other settings except UYVY 4:2:2 RAW.

So all that hassle to check that upscaling doesn't improve quality? You don't need to resize 720x480 to 16:9 too, as any resize will decrease quality.
You can mux 720x480 encode to mkv, and set 16:9 DAR in mkv header with MKVToolniX by adjusting "Video display width". That way you will have anamorphic mkv, same as your Laserdisk.
Your capture needs chroma shift to the left if you didn't noticed, and some denoise to deal with that analog noise.

I dunno how much because I don't have video (looks at frames with movie title), it need shift to the left (not to the right, that was "typo").

VoodooFX, I don't know whether it already changed. Look at this screenshot. I can see outline of a blonde lady's background on the right side and yelow heaven and title "Ransom" only.
