Windows XP has a File and Folder Tasks menu which allows to move files, copy files, make a new folder, etc. with a single click.
Is there a way to have a menu like this (not a toolbar) in Windows 10?

The Ribbon menu is a toolbar, which I don't like.

Yes. The "Ribbon" menu in Windows 10 offers pretty much the same functionality (and more) as the "File and Folder Tasks" menu in Windows XP. Just arranged horizontally (and on the top), rather than vertically:
(One advantage I see is that the vertical "panel" on the left side is now used to show the directory outline at the same time)
