I have been reading about hard telecined cartoon NTSC DVDs with changing patterns from editing on tape and fixing by manual field-matching.
For unique frames with combing, if matching with c+p or c+n results in less combing than c+c should that be done instead before decomb?
For unique frames with field blending/chroma ghosting, if matching with c+p or c+n results in less blending/ghosting than c+c should that be done instead before interpolating with tdeint/nnedi3?

I would IVTC it first and then go find the mistakes to fix with override files or frame interpolation or replacement.

Field blending is usually handled differently, as there wasn't any telecining done to field blended garbage and it can't be IVTC'd. Personally, I wouldn't much care about some stray missing fields at scene changes.
