Are there currently any tools or filters under development that can convert variable frame rate sources to a 'more exact' representation for a given target frame rate?
For instance suppose a source has 24p and 30p segments and one would want to convert the source to a target of 120p?
In more general terms if a source has arbitrarily long individual time coded frames to map those either with duplication or optical flow to a given target fixed frame rate?
