I have found:
THE AV1 CONSTRAINED[LIST]
DIRECTIONAL ENHANCEMENT FILTER (CDEF) by Steinar Midtskogen and Jean-Marc Valin and
Novel inter and intra prediction tools under consideration for the emerging AV1 video codec by Urvang Joshi et. al.
But those papers do not cover all of the new coding tools in AV1.
Are there other papers that describe the new AV1 tools?
