Effect of distorted videos at youtube (avisynth plugin?)

I found some videos on youtube with distorted picture. It looks like somebody used phone camera for recording. But I think it's something else, because objects in the center of screen are stable, and objects close to the edge are not stable.

Why people do this? It's not just one video, I've seen many of these.
And my curiosity: is it avisynth function, adobe premiere plugin or something else?
I think it's stupid thing to ruin video, but I want to understand why to do it and how they do it.

Objects at the edges flap around because this kind of correction is typically done in 2D, which doesn't allow for the change for perspective, when it should really be done in 3D. You can see the difference here:

People do it because YouTube makes it an easy option. Maybe they like it. For some videos it's very helpful.

There are VirtualDub plugins, Avisynth filters, and various other options for doing it yourself.
