Is it possible to convert/encode TrueHD+Atmos to E-AC-3+Atmos?

At least with free tools is not possible.

Good to know.
Downloaded the samples in link and checked with MediaInfo:
5_1_2 and 5_1_4 are showed by MediaInfo like:
Channel(s) : 15 objects / 6 channels
Channel positions : 15 objects / Front: L C R, Side: L R, LFE
7_1_2, 7_1_4 and 9_1_6 like:
Channel(s) : 11 objects / 6 channels
Channel positions : 11 objects / Front: L C R, Side: L R, LFE
All streams are decoded by ffmpeg (and eac3to) like standard 5.1 without mention about Atmos content or any warning.
If free tools can't recognize/decode properly seems than are far of encode.

Only Dolby Media Encoder is capable of encoding to DD+ containing Atmos metadata. Also, the software runs only on Mac operating systems.
