I compared the me method in x264, and found the HEX save more than 7% coding time than UMH while maintian the almost same psnr.
The test video has 1920x1080 resolution. Here are the results.
video1 fps Y-PSNR U-PSNR V-PSNR bitrate(kb/s)
UMH 23.76 31.97 41.27 42.26 2029.49
HEX 25.55 31.96 41.27 42.26 2029.85
video2
UMH 26.44 22.94 31.49 35.3 1897.84
HEX 28.14 22.88 31.51 35.29 1895.28
Is the HEX perform better than UMH? It's strange
