which of these CPU's are better for x264 and x265 video encoding?

If you're thinking about buying a new system and you're not in any hurry within the next couple of months, it might be worthwhile to see what AMD's coming release is going to look like. :O

Otherwise yes, probably the E5-2630v4.

That's true, AMD should have hexacores and octcores for good prices and you should be able to install them into relatively inexpensive motherboards, for encoding machines.

The performance in Handbrake that they showed in december looked good, even if it coudl have been cherry-picked benchmark. Reviews could be out at start of march.

Rumoured prices also have a 3.0 GHz 8 core/16 thread CPU for 330 bucks, so that would be quite the steal compared to the Intel offerings of today. (The closest thing is the i7-6900k, which is a whopping 1020 bucks at 3.2 GHz 8c/16t!)
