Undersized video in CCE/SP3

These are my settings. I should be getting a 3.9GB or so m2v file, but I only got 2.58. Any reason why?

Is it "normal" video or some e.g. simple graphics?
Strange as with "Use Stuffing Bits" you should always hit desired size.

it's a regular lag file input into CCE

even ran a 20MB test, and got 19.3MB

Don't use "Use Stuffing Bits" and add 1 more pass.
I never had issue with CCE missing target bitrate more then 1% or so.
If you use not properly licensed version this also maybe the reason as there are many nasty surprises inside CCE code:)
