A windows port of the linux video editor KDenLive (v16.12.1) has just been released:

Just tested it out on Win7 x64.....and it does work. I must say I was a bit skeptical about cross-platform compatibility, but found I could save an edit project in the Windows version and open it in KDenLive running on Kubuntu 16.10 without any issues.
