Hi.
I have many DVD9 movies which I want to encode to 1.6 gb size with x264, ac3 and MKV container. I need to know which are best filters for avisynth script to increase brightness, sharpening without blurring. I use surcode for encoding audio. I have already stream copy all movies through dvd decrypted to my HD.
My PC config : Core i7 6th gen. nVidia 4GB 9600 GPU. 16 GB DDR4 Ram, 500 GB SSD. Win 10 .
My PC is fast enough to handle heavy filters.

Having said that, the rule of thumb says: The less filters you can get away with the better! If you use a specific filter, you should do this for a good reason, e.g. to "fix" a specific problem (defect) in the particular source video.
In other words: It is not possible to recommend any specific filters, without knowing which specific problem you want to fix...
You talk about "increase brightness", but is the video really too dark? If so, are you really sure this is a problem in the video itself and not something that should be adjusted on the playback side?
You also talk about "sharpening", but does the video really require sharpening? Keep in mind that sharpening has a tendency a "enhance" noise and compression artifacts in the original source. Also it can make the video way less "compressible".
Finally, I think a target size of 1.6 GB should easily suffice to store a DVD9 in H.264 format with decent quality (when using a good encoder like x264). No special measures required, though some slight denoising may be helpful...

I agree 100%. If you have any specific problems with any specific films, then make available short samples of ones on which you'd like some advice. There's no such thing as a 'one size fits all' filter for everything under the sun.

Some films compress better than others. Trying to fit them all to the same size will result in wildly varying qualities. Better would be to use a CRF that gives you the quality you want. I generally use a CRF of 18 for films from DVDs.
As for available filters, check out the AviSynth site. There are many many built in and 3rd party filters available.
