What artefact is and how fix it?

Hey, I am ripping my DVD of D'artacan, and this artefact for me is unknowed and I dont know like fix it.

Could be shift luma effect? Haloing or ringing?

you can see how left-top edges sports a dark halo while right-botton ones a bright halo

Is a mad combo filter dehalo ^^ and I am not sure of using it.
