"Imperfect" deinterlace plugin?

Sometimes I come across media where the producer has resized interlaced content (not preserving line by line interlacing) and encoded progressive, introducing interlacing artifacts which can't be resolved by a regular line by line deinterlace filter.

Anyone know a plugin or filter which can clean up this content on playback?

Video sample or at least a screenshot would be helpful to know precisely what you mean. And does "producer" mean an ignorant professional who worked on the content/distribution or just the idiot who uploaded it to the interwebs?

I'm guessing it's 1080i interlaced (30fps) content which has been sloppily down sampled to 720p without any deinterlace or decomb filter. The result is combing effects but ones that are not perfectly split on odd/even lines. It's quite common to see.

The "producer" in this case is whoever does the web/YouTube videos for Crime Watch Daily, but this is not the first time I've seen sloppily treated content like this.

ChiDragon's first link is the best solution for this issue I have ever seen, great results compared to what I thought was possible. It does require that the downscale isn't too extreme, I am not sure if 1080->720 is too much or not.
