What exactly do you mean with "isnt recognized"?

I installed it on my system and tried playing an existing video lagarith encoded and it crapped out that it couldn't be played

there could be tons of other reasons for that.
so let's start with the player and what it used to decode the file.

If we talk about the Lagarith VfW Codec (https://lags.leetcode.net/codec.html), then installing the codec will only effect applications that actually use the dated VfW (Video for Windows) interface for encoding/decoding!
On the other hand, players based on Libavcodec (FFmpeg), such as MPlayer, VideoLAN or MPC-HC (with built-in LAVFilters), do not need the VfW Codec at all to play Lagarith. That's because Libavcodec provides its own Lagarith decoder.
And any DirectShow-based player can "learn" Lagarith by installing the stand-alone version of LAVFilters. It all depends on what kind of application you are using... (some more details please!)

DirectShow apps can also use VFW and ACM codecs. Windows contains wrapper filters for that. But LAV Filters is something I would recommend as well if you only need playback.
The Movies&TV app from Win10 uses Media Foundation codecs, which means it only supports the native formats, as there are practically no third party codecs of that type.

I tried with WMP and whatever the new default video player is on Win10 now. Both crapped out. File has no audio in it but not sure if I need some additional video splitter similar to Haali or something.
Thanks.

I have it installed and seemingly working, but it appears my U and V planes are getting switched somehow. Not sure it's the codec or the OS, though. Using the 64-bit VfW official build.
