Transform 25p to 25i

I have a question.
If i have an mkv with a 1080p@25 video. Is there a way, if i extract the raw h264 data stream, to trick/convert it, without re-encoding, to a 1080i@25 video ? Something like the --fake-interlaced option of x264 is doing ...:D

The x264 --fake-interlaced doesn't just chenge a bit in the header of the h264 stream (or a bit to change somewhere regularly), or is it a little more complex ?
If it's just a bit to change, if someone can provide me the information of what to do, i can write after a litlle program which will do the thing.
