Jerky video - IVTC problem????

When I encoded my movie in nandub, the playback for the video was very very jerky!
Would this be a IVTC problem?
I did it in TMPGEnc and used the auto-setting (inverse telecine)
video source is interlace
field order is top field first (field a)
source aspect ratio is 16:9 515 line NTSC

If I go back and look at the settings for the IVTC, and double click on inverse telecine in the TMPGEnc settings, I see that in the frames, the pattern is:

RED BORDER, NONE, RED BORDER, NONE, NONE, RED BORDER, NONE, RED BORDER, NONE, NONE, RED BORDER, NONE, RED BORDER, NONE, NONE, and so on for the entire movie..
Red border being, the frame has a red border around it like it was selected, and none being just the frame without the border.

Is this a good pattern? Did TMPGEnc chose the correct pattern? These are a ton of frames with red borders around it, is this normal? Would this explain why it is so jerky?

Okay the problem was that my movie didn't need IVTC, I read the guide incorrectly, it wasn't real clear about not needing to use IVTC when the framerate is 24.

Hi-

I think in the first case you had applied IVTC on top of Force Film and the resulting frame rate was 19.xxxfps and jerky. In cases where you do need to IVTC, make your .d2v without Force Film, and IVTC will bring it down to 23.976fps.
