No.
No. The opposite may be true...
Yes yes yes.
An odd combination of features, each of which work very well.
VirtualDub does not need to be *installed*, much less installed in Program Fails.
It does write some preferences to the Registry, but other than that, it does not change any system files.

Why? Because someone posted it on the VideoHelp forum a few months ago? Did he/she post it here?
Most users of VDub wouldn't install that thing, they just get VDub and the input plugins they need.

Well, I tested the mysterious AIO in a virtual machine to be safe. It appears to be OK.
Virtualdub.exe matches checksum of the Sourceforge download
No adware or intrusive install.
Lots of codecs but you can easily opt out. Good selection of filters.
See images. I would select only the highlighted items myself.
Everything is installed to the plugins32 folder as far as I can tell.
BTW the uploader, ale5000, was active on the vdub forum near the end. Seemed like a decent sort.
