I'm working on some footage that is otherwise spectacularly clean (think shockwave animation), but has some annoying artifacts that I'm still trying to decipher how to clean up. They can occur in only one frame and be absent in several previous and following frames, or they can sometimes last several frames if there is essentially no other motion. Here are examples of both situations, frame numbers overlaid:

At first I thought this was a decoder bug, but I've tried several different decoders, and unless they share some common code (which is certainly possible), I now believe it to be an issue--or bug, really--with the encoder. But, I'm stuck with the footage I have, and am wondering, has anyone seen this before or have suggestions of what to do?
If nothing exists, I may write my own filter to take care of it, but even then I'm not sure where the best place to start is.
