On United States`s Avisynth page, there`s some citations about Avisynth 3.0. It is actually under development? Or it was replaced by Avisynth 2.6?

None. The progress has been stalled for a while now, and at the moment there is no hope for improvement. So if you want to help, drop a note here or at IRC.

Looking at the current CVS, 2.6.1 is what IanB is working on. SEt and Wilbert seem to be making contributions as well.
