Could somebody tell me why do these horizontal lines appear in this video sample and reccomend me an avisynth script to fix it?

Your sample has been vertically resized before deinterlacing/IVTC. Unless you have the original video there's not much that can be done. Take a loot at these threads:

I participated in the second thread, and we came up with some pretty decent improvements. However, even with those improvements, the resulting video was still horrible compared to what it could have been if the re-sizing had been done correctly. My advice is to never deinterlace unless you are resizing, in which case you must deinterlace. It is not optional.
So, if you have access to the original source, go back and do the video processing correctly this time.
