We call the ratio bewtween the original data rate of the uncompressed video and that of the compressed video the *compression ratio* of the system, and where AVCI-100 gives a ratio of around 10:1 with relatively good visual quality VC-2 needs a ratio of around 4:1 to acheive the same level of quality.sounds like mpeg-2.

has been standardized...... 5 years ago (https://en.wikipedia.org/wiki/Dirac_(video_compression_format)#VC-2). In 2010, the SMPTE standardised Dirac Pro as VC-2.

Yeah, this is only standardizing the RTP syntax. I guess someone is actually using it. It's worth noting that the VC-2 standard was updated in 2012 with a few more capabilities (like alpha channel) and much higher bitrate profile for lossless and near-lossless archiving, I should update wiki on that.
