If a compressed video which is mark as progressive, contains interlaced image, is there anything i can do to deinterlace it?

Playback software like LAV and madVR can force deinterlacing.
If you mean re-encoding: yes, you can apply a deinterlacing filter just like for properly flagged material.

I have tried forced deirtenlacing, but i doesn't seem to work.
I may try re-encoding.

Try to force deinterlacing in LAV Video and also activate the YADIF (software) deinterlacing to make sure it's not a renderer or driver problem.
If that does not work your file my be broken, e.g. resized without taking interlacing into account. Such files are beyond repair.

Sorry, It DID work. At least when using H/W deinterlacing.
I had one file earlier in which i could only use S/W deinterlacing, and that DID NOT seem to work.

You can resize back to original and then deinterlace/IVTC.

no you can't a interpoalation scaled interlaced frame is a goner.
