Yes but it's not too easy. If you're using a telecined source, then IVTC it to 23.976 fps and then speed it up to 25 fps (that's what's done with all movies). If you're using a video source, deinterlace, speed up from 29.97 to 30fps and drop a frame out of 6 to get to 25. When you go from 23.976 to 25 and from 29.97 to 30, you'll have to change the audio to match the speed change while retaining a usable samplerate.

That's the theory; how you do it depends on what you want to end up with.

What I want to do is, rip a dvd which is a region 1 ntsc and make it a region free Pal.

Ripping and making it region free are not a problem, but trying to get it to pal is the main thing, then I can burn it back to DVD.

In that case, like I said, IVTC it to 23.976 and speed it up to 25 fps. You will have to reencode the audio for sure, because you'll have to speed it up. I'm not sure for the video. Beyond that, good luck because I don't know much about DVD encoding...
