I'm looking for a way to transcode XAVC into Apple Pro Res. So basically a container swap, with the same video and audio data inside.
Any ideas if this is possible and if so what software can do it?

It's more than a container swap. It needs to be decoded, re-encoded
FFmpeg can do it, but the ProRes is "non Apple certified" . It can give problems in some programs like Resolve

If you're on a Mac and have FCP X, apparently there is a supported workflow

Looks like this lets you get the footage in FCP X and I'm sure you can transcode to ProRes for easier editing.
Another option would be to use Resolve to open the XAVC and have it render ProRes proxies for you to edit with that you can online later:
