Change video & audio speed

I have a MKV, with AVC video and AAC audio. The playback speed is completely off... I guestimate it's set at about 3x what it should be.

Anyone know of a method to change the file's playback speed? (Ideally without re-encoding anything)

Any reason you can't again use the same tools that you used to create the your orignal, problematic file?

when you said "completely off", do you mean off at a constant speed or the delay gets bigger and bigger?
