You have a badly broken registry, probably from some program messing everything up. Your best bet is to reinstall .Net 3.5 (https://www.microsoft.com/en-us/download/details.aspx?id=25150) and hope that repairs it. If not, then it's the COM subsystem and not much short of a reinstall (or a paid expert) can fix it.

Which OS do you use? 56FDF344-FD6D-11d0-958A-006097C9A090 is used to show the progress on the task bar and this is available since Windows 7 - but on older OS this part will not be executed.
