Range selection for color adjustments

Does exist something like in tweak starthue endhue, but "startluma endluma" - range selection?

u can do it urself with "dither_lut16"

Or ... can some change of chroma be a function of luma for each pixel separately?

E.g.:

Really, I don't think it would be good to adjust colors with avisynth, just do it in NLE softwares like avid, after effects, etc

So ... perhaps Virtualdub and its plugins like ColorMill ...
I don't know other free editor excepting avidemux, which isn't very good, IMHO ...
