Why there's need to always enable wlan by pressing f12 button? Why it doesn't connect automatically?

Can't answer for sure, but here are some general pointers...
- Upgrade your bios
- check for a option in the bios for this
- if on windows, try upgrading the hp wireless button driver. (depending on your hardware, not every HP laptop model needs the driver)

It was solved by activating and using 'HP Wireless assistant'.
