Derf's collection (https://media.xiph.org/video/derf/) of Xiph.org Video Test Media contains also CIF and QCIF versions of the famous clip "foreman". The image contains the logo of the company "SIEMENS". So I wonder which company commercial this video clip is taken from, if there is even any full PAL original available (probably on VHS)...

If you are looking for a higher resolution version of this clip, there are "4K" remakes of some of the famous CIF test sequences here:

I know this won't help, if you are just interested in the story behind the original "foreman" clip ;)

(BTW: There is some info on the original sequences in the Readme (https://media.xiph.org/video/derf/sotka.cs.tut.fi/cost/Ossi/sequences/README.sequences) file, which is signed by "ALI TURKER". And it seems somebody with that name is or was working at Siemens Business Services eLearning Group, as you can see here (https://www.scss.tcd.ie/owen.conlan/publications/turker_IJeL2006_v4.pdf))

I already have several useful test clips in many resolutions, some of your linked ones too. The only kind I'm still missing is high resolution real cartoon/anime; it was hard to find some with explicit Creative Commons license, next similar videos were CG (Shockwave like vector art, already too clean).

They are independent from production committees, so, at least, they could have rights to release some footage (PV or trailer) under CC...
