Merge Playlists MultiAVCHD

I am wondering why sometimes I can "merge playlists" with multiple BDMV folders (or .mpls files) are loaded and other times I cannot. I can't seem to figure out why transcode changes. I read something about they all need to be either 'p' or 'm' playlists...what does that mean.
