Bit Budgeting

Hi all,

just a general question...
What do you use for bit budgeting for Blu-ray? (AVC, VC-1, MPEG2 or MVC)
Is there a good tool/application or a math equation you use?
What is the best way to estimate the encoded file size?

Total Code unfortunately does not offer an estimation unlike CCE tools.
