Hi experts,
please don`t hate, I am new to the whole matter of encoding.
My aim is to encode a file using the reference encoder JM18.6
Therefore I built this version using Visual Studio.
I left the config file "encoder_JM_RA_B_HE.cfg" under "JM_18.6\bin" as it is. (http://pastebin.com/2fVS8QKw)
In the same directory is the test sequence mobile_cif.yuv (4:2:0).
Also in the same directory I created a .bat with the following content: http://pastebin.com/9dUJAHvU
The encoding itself seems to work seamlessly.
Problem: the file is full with artefacts and stuff.

What I tried: different qp, different framerates (24,25,30,60)

I already encoded the same file using HM 14 which worked flawless at a framerate of 30.

Is there a specific reason you need to use JM instead of a more practical encoder like x264? The main reason I see people using the JM anymore is in academic papers.

Exactly :)
