How can I remove the dirt from this video?

I want to encode a DVD but it's picture full of scratches and dirt
Can you please tell me How can I remove it or at least decrease this dirt? Here it is :

Maybe it's impossible since it seems an old film. Even if you rip and convert to another output format, it still has the dirt, I think.
