can i encode a specific timestamp with megui?

i mean including audio? i want to cut a specific bit out of a movie but on trying with either chapter or a timestamp with mkvtoolnix it starts a few seconds later due to keyframes i guess.

i see the avs cut option but that doesn't seem to carry over the audio.

if it can't then is there a tool now that can edit mkvs as easily as virtualdub and the like could with AVIs?

The avs cutter can save a cuts file for loading into the audio section so it's re-encoded to match the video. Or the audio cutter under the Tools menu uses a cuts file to cut the audio without re-encoding.

MKVMergeGUI can only cut on keyframes. If I'm using it for splitting I generally open the video in question with MPC-HC. The shift key in combination with the left/right arrows jump back/forward between keyframes so it's easy to work out where they are. I find the keyframe closest to where I want to split, make note of the time in the MPC-HC status bar, and specify a split point in MKVMergeGUI just before that.

ah. i have no problem re-encoding i just want to splice out that one particular scene.

I don't understand the problem then. As you've discovered, you can't always cut exactly where you want to without re-encoding as you can only cut on keyframes. It wouldn't matter which program you use for cutting. There's programs which do "smart cutting" which let you cut where you like by re-encoding just the section around the cut point where necessary. You could try MKV Cutter (http://forum.selur.de/topic220-mkv-cutter-tool-to-cut-h264-mkv-files-frame-accurate.html).
I've never bothered myself. If I need to cut a section of video frame accurately I tend to re-encode the whole section.

Aside from that you said "the avs cut option doesn't seem to carry over the audio". It does if you save a cuts file when adding cuts to a script.

that's the thing, i don't know how to selectively re-encode a part of an mkv. i assumed by now that there would be a tool that would letyou do it as easily as vdub did for AVIs. i'll have a look at mkv cutter and see if that'll let me do it

Open the video using MeGUI, index it, then create and save a script for encoding the whole video.
Open the script with the AVS Cutter. Set the start and end points for encoding (or multiple start and end points).
Save the cuts to the script along with a "cuts file".
Load the "cuts file" into the audio section so the audio is re-encoded to match the video, or open the Audio Cutter under the tools menu and use it to split the audio without re-encoding.
Mux the encoded video and audio into a final MKV.
