I have to say I'm really impressed with madVR and SVP projects. They give much better results than any video editing software or plugin I have seen so far!

Now I'm wondering. Is there a way to encode videos with SVP, madVR and Reclock?

This guide shows a way to encode with SVP. I tried it and it works great. However it doesn't add madVR to resize the video. Nor does it add Reclock.

I have a whole bunch of old VCDs I want to re-encode in higher quality.

madVR and ReClock are renderers, you can't use them to encode video.

However, AviSynth (through plugins) offers similar resizing options as madVR does, so you should be able to setup a decent resize setup for your encodes.
