Download and install Intel's drivers for HD3000, then add lines FRIM_SW_DECODE=0 and FRIM_SW_DECODE=0 to BDREBUILDER.INI.

No idea. Intel's page for that CPU claims it has HD300 which supports QuickSync and 3D. Perhaps your HD3000 is not active? It needs to be connected to a display, real or fake.

Your mobo should have video connectors that are used by the HD3000. Connect a display to one of those connectors. Alternatively you can create a "fake" monitor, connected to VGA, in Windows' Screen resolution settings. There's a website with more in-depth instructions but I don't have the URL now.
Oh yeah, gonca has a good point: the HD3000 needs to be enabled in BIOS, naturally.

If you have a store bought computer with a discreet GPU, odds are that the HD3000 has been disabled. It should be possible to re-enable it.
