I'm working on cleaning up this cartoon. The DVD is kinda bad, as you can see. 16x9 hard letterboxed to 4x3, though luckily it seems like the ivtc isn't going to be too bad.
The big problem though is that I'm guessing this was sourced from a bad Digibeta and it has some heavy chromatic noise and I'm not sure how to approach this properly.

I've tried Deen and FFT3DFilter, and either the results are too little or too much. LimitedSharpenFaster seems to give good results for the lines, but it brings back too much of the chromatic aberrations in the end.

I'm wondering if I should approach this more with a different temporal smooth or dot crawl. It almost looks like dot crawl all over the footage. The lines are so soft that line darkeners seems to not have much of an affect. Maybe even treat this like VHS footage since it resembles that more than most things, but I'm not as familiar with treating VHS footage myself.
Here's some raw footage. Note, I do know there's some combed frames still. It's an logarith AVI with bright and dark footage.
