How is VobBlanker installed?
I downloaded it and opened it, and I got a bunch of files and no clue what to do with them.

At a guess, I'de say, Copy files to a newly created folder (called 'VobBlanker' or whatever, located wherever you want eg in "Program Files\NON-INSTALL\",
you might want to keep all non auto install programs in a single location).
Right click 'Start' button, and select either 'Explore All Users" or 'Expore' (if only install for you).
Navigate to "Start Menu\Programs\" and perhaps create a 'NON-INSTALL\VobBlanker\' folder there.
From inside desired folder, right click and select 'New Shortcut", browse to where you located the executables folder
and click on 'VobBlanker.Exe', give it a name (default will be 'VobBlanker.exe'), all done.
You might also want to create shortcuts to other files eg help files in same manner.
Above for Windows XP, should not be too different for later OS's.

IMO, it is better to create a new folder on a second hard drive, such as D:\ if you have one, or in the root of C:\. That way, it will be easy to keep your programs that do not require installation when you will upgrade to another version of Windows. You will just have to keep the NON-INSTALL folder, and re-create the shortcuts in the Start menu.

Myself, I have a NON-INSTALL folder in root of C:\ drive (as r0lZ suggests), and inside that, I have a folder named
'_NON-INSTALL-SHORTCUTS" (underscore first char to sort it 1st in list), and inside that I store a copy of the
NON-INSTALL shortcuts folder. If eg reinstalling system from scratch, I update the copy of the shortcuts folder
and then copy the whole thing (C:\NON-INSTALL) to a backup location and restore from there after system setup.
This allows me to restore 78 non install programs in one go including eg MeGUI and 4 versions of VDUB (with additional
shortcuts folder restore).
Also makes easier to move current version of NON-INSTALL folder to multiple systems.
EDIT: I also have hot-keys set on some of the non-install shortcuts (right-click properties of the shortcut, and set 'shortcut key',
will not let you set a shortcut key if that key combo is in-use).
Restoring the NON-INSTALL shortcuts folder also restores the hot keys (but a reboot or logoff/on will be required).
