I have Always Used Auto Methods To Encode My Videos But Sometimes I Get Good Results But Not Perfect.
You Can See The Pixels In This Snapshot Turned Into Lines.
I Will Be Thankful To Know What That Issue Called And How To Fix It?
And What Should I Do To Avoid This in The Future?
I Know How To Use AutoGk But people Advised Me To Use The Manual Method For Best Results By Using VirtualDub & Avisynth
But I Don’t Know How To Do This Manually Like How to Use DGindex & How To Write Avisynth Script And How To Execute It Through Virtualdub
Any Tutorials? Or Videos

This looks like an interlaced frame (possibly with some blending mixed in). Without a sample to show how it is interlaced and/or blended, it will be next to impossible for anyone to help you.
Perhaps if you also included the name of the anime you are encoding someone who has experience with that series will be able to put more input into it. Unofrtunately, my experience with anime is very limited. If you have some idea of how it is interlaced, looking at AnimeIVTC (an avisynth script) may help fix it.

This looks like an interlaced frame (possibly with some blending mixed in).
This could even be interlaced video that as been resized as progressive. If so, that's pretty much impossible to fix without going back to the original source.
So I second the request to give detailed info about your original source!

Sorry For Misunderstanding I Mean It Was Rented
Capital Letters Is Just a Habit I Can Type Faster That Way
Also For The Source Never Mind I Already Fixed The Problem
Avisynth Was Corrupt So I Made Clean Install
