I wanted to insert a couple of seconds in the middle of my ac3 for syncing, is it possible to do it without re encoding the entire audio?

Yes. Use delaycut or eac3to.

i tried delaycut but didn't see the option to do this, and the tool was very buggy.

and what option in eac3to can do this? I can't find a proper gui for it.

DelayCut works fine. You could split the audio at the needed point, then add the required delay to the second part, and finally join the parts.

thanks I got it to work. I use delaycut to make the cuts with delays and then use eac3to to join them together.
