Can eac3to convert a DTS track from Blu-Ray to AAC?
If it can, please post the correct command line settings.

You need the Nero AAC Encoder if you want eac3to to encode to AAC. If you have that installed, its just a matter of specifying a .aac file as output.

When encoding a 6 channel DTS to a 6 channel AAC, what quality should I set? (the default is 0.5)
Can anyone post an example of what options should be set on the command line?

Only if you want change the default quality (for me 0.5 is OK if source DTS is 1509 Kb/s) you can use:
eac3to input.dts output.m4a -quality=0.4

It works great.
When downmixing to stereo, is it ok to leave out the -mixlfe option, and just use -downStereo?
Like this:
eac3to.exe "D:\Project\bluray PID 1100 C+L+R+SL+SR 48 1536 DELAY 0ms.dts" D:\Project\output.aac -downStereo -quality=0.4

It's your choice.
Dolby recommend don't use LFE in stereo mix.
