Movie distortion

A friend of mine asked me to remove distortions (sorry I don't know english name for such distortions) from the movie.
Such distortions are seen on the screen when the object or camera moves fast.
I have tried with VirtualDub's few interlace filters with different settings but no luck.

Is any method to remove such distortions?
I have attached two screenshots from movie where they are noticable.
