I am using eac3to with the yr_eac3to_more_gui on an Intel i3770k Quad Core with 32gb RAM running Windows 8 Pro. I am trying to convert an m2ts file with True HD to AC3 for further editing in Adobe Premiere Pro. I believe I have set up all parameters correctly however when I click "Make Movie" to execute the commands nothing happens but a momentary blink of the program. I have tried running this in administrator mode to no avail. I must be missing something as it has been a while since I have used this program. Any ideas?

Just use eac3to from the command line.
Your description of the problem indicates that the person who made that gui does not seem to know anything about console output redirection and/or error handling in general. You should probably avoid it.

Did you mean "Eac3to and More GUI", whose author's last post on Doom9 happened on January 4 of 2010?

Well, maybe that GUI simply is not entirely-compatible with Windows 8 (just another wild guess of mine, of course).

Quite possible, but hey, :) :D
