Is there a way to use for example CRF=20 encoding, but also limit the maximum bitrate allowed at for example 4000?

It is highly inadvisable to use the vbv settings in an attempt to limit the average bitrate (filesize) of an encode. vbv limits the bitrate locally which leads to nonconstant quality and may lead to noticeable quality degradation in scenes which require lots of bitrate. It's intended for device compatibility (decoding processor or network/media bandwidth).

That's exactly my intention because there's some bandwidth requirements involved, so bitrate must not be higher than a certain value.

I'm quite aware that quality will drop for certain videos if they hit this max limit.
