deblocking in avisynth (AVCsource internal deblocking or just deblock()) and afterwards x264 deblocking.
Is it better to turn off x264 deblock to prevent artifacts?
And what about AQ dettings and PSY-RD?

Do not disable AVC deblocking in the decoder, as that will potentially reduce quality and cause artifacts.

You can do additional deblocking using a filter if needed and you can accept the consequences of it.

So basically the only way to reduce artifacts in the final encode is just to throw bitrate at it?

Basically, yes, assuming you have already optimized your encode settings and you don't want to do anything like degraining, denoising, or downsizing to reduce the complexity prior to encoding.
