I noticed that the resolution of, say 384x288, is producing bad quality even if the first pass ratio is around 75%. I mean, better results were achieved with a lesser ratio and with a higher resolution, with the same movie.
So, can someone tell me what is lowest resolution that can safely be used? I know it's a tough question, but any answer is appreciated.

It depends on the movie. There is no magic setting where every movie will look good.
Best way is the set a resolution, then do a compressibility check. Depending on your values you get back based on that size and resize filter setting, you can make the best determination about what resolution you would like.
Personally, I never go lower than 512x. But that's me...

theres isnt really an answer to your question or if there is it may be "whatever looks good to you", personally my films are 576-640 x XXX and my anime/cartoon stuff is all 512 x XXX
