H264 Encoder for AMD Radeon HD Cards?

Is their any h264 Video Encoder with a quality and speed like the Cuda-one from Nvidia.
Its frustating to have older PC(Core2Duo) which can cheap be upgraded with an Radeon HD 6870 from my Gaming-PC, but their isnt any encoder which can use it.

I understand both Nvidia's CUDA and AMD's hardware accelerated encoder to be fairly bad quality.

AMD started their version in 2009 and they offer their "AMD Video Converter" application as part of the AMD Media Codec Package (http://support.amd.com/us/gpudownload/windows/Pages/eyespeed_downloads.aspx) for free. They don't get much press anymore as Intel's Quicksync is a lot better but even Quicksync isn't as good as software encoding.

CyberLink PowerDirector 11 has hardware accelerated encoder that works with Radeons but as Asmodian said those hardware encoders are fast but much less efficient then x264.

Why x264 doesn't use GPU at all? What are the reasons to ignore a great number cruncher hardware?
